Sometimes Risk doesn’t look like risk
In today’s world HIPAA compliance is perceived as an issue for the world of cyber security and software engineering. The headlines are reserved for large data breaches, and hefty fines. Most small healthcare organizations do not see themselves in that picture. They do not experience threats as obvious emergencies or see themselves at significant risk of large-scale cyber-attacks.
Their risks and threats emerge quietly through uncertainty, behavioral shifts, communication breakdowns, operational inconsistency, privacy vulnerabilities, leadership hesitation, unresolved tensions, or systems that no longer function as intended under pressure. They create small breaches, violations, client complaints and anonymous reporting.
Privitas is designed to help these organizations identify hidden operational and compliance vulnerabilities before they become regulatory exposure, reputational damage, workforce instability, or critical organizational disruption.
Our approach focuses not only on technical compliance requirements, but on the human, operational, and structural conditions that often create risk long before formal incidents occur.
In environments where trust, privacy, accountability, and organizational stability matter, proactive clarity is rarely optional.
Practical HIPAA compliance, behavioral workforce training, and risk analysis for healthcare, human services, and small organizations.
Neal Fleetwood, MS
Founder & Principal, Privitas Risk & Compliance
Neal Fleetwood is the founder of Privitas Risk & Compliance, bringing together experience in healthcare operations, regulatory compliance, organizational leadership, and behavioral psychology.
Before founding Privitas, Neal served in healthcare leadership overseeing client health services and complex multi-site operations in a highly regulated environment. His work included regulatory readiness, workforce training, policy implementation, operational risk management, and maintaining successful outcomes through state and federal oversight.
Neal holds a Master of Science in Psychology from Walden University and a Bachelor of Science from Western Governors University. He is a nationally certified neuro-psychology coach. His approach to compliance is shaped by a simple observation: organizations rarely struggle because people have never been given rules. Risk often develops in the gap between what policies require and what people actually do under the pressures of everyday work.
Privitas was created to help organizations identify and close that gap through practical risk analysis, compliance review, and behaviorally focused workforce training.
